How much does a 4-room resale HDB renovation cost in Singapore? (2026)

Most 4-room resale HDB renovations cost about $56,000 to $82,000 and take 8 to 12 weeks. That is the average of several published 2026 estimates. A resale flat costs more than a BTO because the old flat has to be stripped, repaired and rewired before anything new goes in.

ScopeTypical package priceWhat it covers
Light $40,000 – $55,000 Keep the layout and any flooring still in good shape. Repaint, replace the kitchen and bathroom fittings, basic electrical, some carpentry.
Standard $56,000 – $82,000 Hacking of old kitchen and bathrooms, new waterproofing, rewiring, new flooring, carpentry in most rooms, false ceiling. Where most resale owners land.
Premium $85,000 – $120,000+ Full hacking, layout changes, full custom carpentry, premium finishes, integrated lighting, smart home features.

These figures cover renovation works and built-ins. Budget separately for loose furniture and appliances.

Why does a 4-room resale renovation cost more than a BTO?

Let’s start with a simple question. Say you and your neighbour both own a 4-room flat, same size, same layout. Yours came from a BTO, theirs was bought resale. Why would theirs cost roughly $15,000 to $25,000 more to renovate?

Well, let’s see. A BTO flat is a clean shell, so there is nothing to remove and nothing to fix. A resale flat has 10, 20, sometimes 30 years of living in it, and most of the extra cost is work you will never see once the flat is finished.

Notice something? Almost none of this is the pretty part. That is the real reason a resale renovation feels expensive: a good chunk of your budget goes into things hidden behind the walls.

What does a 4-room resale HDB renovation package include?

Before you compare quotes, ask yourself: do you actually know what is inside each price? Two quotes at $65,000 can mean two very different things.

A typical package bundles hacking and disposal, tiling, waterproofing, electrical and plumbing works, false ceiling and cove lighting, carpentry (kitchen, wardrobes, TV console, shoe cabinet), painting, and doors or gates. Loose furniture and appliances usually sit outside the package. So the first thing to ask every designer or contractor is simple: what is not included?

Why two similar resale flats can end up at very different prices

So if the flat size is the same, why does one owner pay $58,000 while another pays $80,000? In our experience, it comes down to five things.

Where to spend, where to save

Here is a little exercise. If you could only protect three things in your budget, which would you pick? Take a moment to think about it.

Our answer is waterproofing and plumbing, electrical points and wiring, and carpentry hardware such as hinges and drawer runners. Why these three? Because problems in these areas are expensive to fix once the finishes are in. You cannot easily see them, and you cannot easily redo them.

So where can you save? Here is a useful question to ask about every item on your list: if we leave this out now, can we still add it later without redoing anything? Anything that sits on top of a finished home, rather than inside it, can usually wait. You can add it in a year, or even a few years from now, when your budget is more comfortable.

But here is the catch. Will it cost the same when you come back to it? Almost certainly not. Labour and material costs in Singapore keep rising, and we generally see renovation prices go up by about 5% to 8% a year, sometimes more. At that rate, something that costs $10,000 today could cost around $12,800 to $14,700 in five years.

So “later” is not free. It is a trade: you keep more cash now, and you accept a higher price tomorrow. Take that into account before you decide what to postpone.

Budget a buffer

Now for the part nobody likes to hear. Whatever number you settle on, set aside another 10% to 20% on top.

Why? Here is an example. Once the old paint and fittings come off, the contractor notices cracked, bulging patches on the ceiling. That is spalling concrete, which happens when the steel bars inside the concrete rust and push the surface outward. It is more common in bathrooms, where moisture speeds things up. Who pays to fix it?

In an HDB flat, the owner is responsible for repairing spalling concrete inside the flat, and HDB advises engaging a contractor to do it. So the next question is: do you paint over it and hope for the best, or fix it properly? HDB warns that the affected area gets bigger over time, so most owners choose to fix it. That is exactly what the buffer is for. An older flat is more likely to throw up a surprise like this, because problems only show up once the work begins.

To keep the budget under control, get itemised quotes rather than lump sums, so you can compare scope line by line. And try to settle your selections early. Changing your mind mid-project is the most common reason budgets and timelines slip.

Common questions

How much does a 4-room resale HDB renovation cost in Singapore?

Most owners spend about $56,000 to $82,000 in 2026. Light scopes start near $40,000 and premium scopes run past $100,000.

How long does a 4-room resale renovation take?

Usually 8 to 12 weeks from the start of works. Hacking and waterproofing come first, then electrical, tiling, carpentry and painting.

Why is a resale flat renovation more expensive than a BTO?

Because of hacking, disposal, waterproofing, rewiring and making good. A BTO flat has none of this, so more of your budget goes straight into the finished result.

Can I keep my resale flat’s existing flooring?

Yes, if it is in good condition. Keeping sound flooring is one of the biggest ways to reduce a resale renovation budget.

Does the price include furniture and appliances?

Typically not. Budget for these separately.
